Noelle Lee, MS

Director, Operations and Administration 

Noelle Lee serves as Director of Operations and Administration for UCSF Health's Office of Population Health. She has more than 15 years of experience working in public service and is committed to improving the health of our community.  She facilitates UCSF’s journey in value-based care and oversees department-wide initiatives such as finance, communications, and strategy.  She previously managed UCSF’s commercial ACOs, Clinically Integrated Network, and Medicare ACO.  Prior to UCSF, she served as Policy Advisor at the U.S. Department of Health and Human Services and helped implement the Affordable Care Act.  She also held policy roles at the White House, U.S. Department of Labor, and U.S. House of Representatives.  She is a graduate of Johns Hopkins University and received her Master’s degree in Health Policy and Management from the Harvard Chan School of Public Health.  Outside of work, she serves on the board of Kai Ming, a Head Start program in San Francisco.
